Maintenance help

Hello everyone, i own a E46 328i 1999 with about 136,000 miles... I currently get about 14.7 MPG in city and i almost never pass the 3000 rpm. I would like to know if theres something i could do to improve my MGP.. Also the EML light has shown up in times and the car stop responding the way it did, i reset the computer by disconnecting the positive pole of the battery for 1 minute and the EML light and the RPM problem was gone but still i dont feel the old acceleration it had from medium to hard throttle... I would love if someone can give me an advise with my 2 problems. Thanks
