House GOP Lets Violence Against Women Act Passed By Senate Die Without A Vote

WASHINGTON -- Despite a late-stage intervention by Vice President Joe Biden, House Republican leaders failed to advance the Senate's 2012 reauthorization of the Violence Against Women Act, an embattled bill that would have extended domestic violence protections to 30 million LGBT individuals, undocumented immigrants and Native American women.

"The House leadership would not bring it up, just like they wouldn't bring up funding for Sandy [hurricane damage] last night," said Sen. Patty Murray (D-Wash.), a key backer of the Senate version of the bill, in an interview with HuffPost. "I think they are still so kowtowing to the extreme on the right that they're not even listening to the moderates, and particularly the women, in their caucus who are saying they support this."

In April, the Senate with bipartisan support passed a version of VAWA that extended protections to three groups of domestic violence victims who had not been covered by the original law, but House Republicans refused to support the legislation with those provisions, saying the measures were politically driven. Instead, they passed their own VAWA bill without the additional protections. In recent weeks, however, even some House Republicans who voted for the pared-down House bill have said they would now support the broader Senate bill -- and predicted it would pass if Republican leaders let it come to the floor for a vote.

"I absolutely would support the Senate bill," Rep. Tom Cole (R-Okla.) told HuffPost in late December, speculating that other House Republicans, namely GOP congresswomen, "are very supportive of that."

Asked if he thought the Senate bill would pass in the House if it came up for a vote, Cole replied, "My judgment is yes."

Last spring, only two of the 25 House Republican women -- Reps. Judy Biggert (Ill.) and Ileana Ros-Lehtinen (Fla.). -- opposed the House VAWA reauthorization, on the grounds that it didn't go far enough. But in the last couple of weeks, some others signaled they would now support the broader Senate bill.

"I think that we should be very open-minded about the Senate provisions," said Rep. Jo Ann Emerson (R-Mo.).

"I would be in that category of being open-minded to that," said Rep. Shelly Moore Capito (R-W.Va.).

House Majority Leader Eric Cantor (R-Va.) had been guiding House negotiations on the matter, huddling with Republican congresswomen last month and even working directly with Biden to try to get a deal. House-Senate talks appeared to have broken down over House Republicans' refusal to accept a key protection for Native American women that was included in the Senate bill.

"Majority Leader Cantor worked hard seeking to move the bill forward so we can protect victims and prosecute offenders," said Cantor spokesman Doug Heye.

Murray said she is "absolutely" planning to reintroduce the bill in 2013. If the Republican Party is concerned about its relationship with women, she added, it should "put that concern to action."

"They have the opportunity to do it now," Murray said. "They have the opportunity to take up this bill and show women and men that they understand that women's rights are important." -- Source

Usually there is so much pork crap in a bill that you don't hear about that makes it a bad bill. Not that there is not some good in them, but to much pork.

Just saying that it is not brought up for a vote does not mean that the GOP does not support the intent of the bill. Geeeez

We have crime, we have hate crimes, etc.
Do you punish someone more for violence against a woman? What about violence against children or violence against the elderly, or handicapped, etc, etc, etc.

It may be that the House leadership has some nefarious agenda for not bringing this bill up for a vote.

But it's also possible the bill is a POS with a bunch of crappy consequences or completely unrelated issues tacked on.

Without an honest, non partisan evaluation of the bill, and a comparison of the bills that were given priority over it, it's highly simplistic to just swallow the "unk, unk, GOP hate wimminz" hypothesis.

The VAWA was signed into law in 1994. It was reauthorized in 2000 and 2005. It was not renewed because social conservatives objected to extending the Act's protections to same-sex couples.

They hate women and gays.

I am sure there are some excellent reasons why it was not approved.
Just like the initial draft of the Hurricane Sandy relief.

This is most fascinating to witness a party so steeply in decline and because of so many self-inflicted wounds. I should read up on the Whigs, circa 1859. I have a feeling that come the elections of 2014 or 2016, the GOP may look back to 2012 rather fondly.

Stop taxpayer funds to Bachmann's anti-gay clinic.

So-called gay conversion therapy has been denounced by the scientific and medical communities as ineffective, and potentially dangerous.

But an investigation earlier this month by Truth Wins Out1 exposed that this hateful practice is used by the "quality Christian counseling clinic" owned by Michele Bachmann and her husband2 -- a clinic which was recently discovered to have received over $137,000 in federal Medicaid funds, in addition to $24,000 in other state and federal funds.2

It's bad enough that Bachmann and Associates, after denying for years they practiced ex-gay therapy, clearly encourages patients to pray the gay away. Our taxpayer dollars shouldn't be funding it.

The Department of Health and Human Services (HHS), which oversees Medicaid, and the Minnesota Department of Human Services (DHS), which distributes the funds within the state, should immediately pull public funds from Bachmann's clinic.

Tell Secretary Sebelius and DHS Commissioner Lucinda Jesson: Stop funding Bachmann's anti-gay clinic.

Going to the Bachmann family for counseling is like attending a peace rally hosted by Dick Cheney.

Their views are extreme, hateful and crazy. Michele Bachmann has called homosexuality "a part of Satan," and "a real issue of sexual dysfunction" while her husband Marcus has called gays "barbarians."

And even as Michele Bachmann's family was collecting over $160,000 in Medicaid and other public funds, she was leading Tea Party calls for drastic cuts to the social safety net - especially to Medicaid which she has said swell the "welfare rolls" - and even voted to shut down the government rather than continue funding Planned Parenthood and the Health Care Reform Act.3

Yet when reports broke of the Medicaid payments to her family, Bachmann suddenly became sensitive to discrimination, declaring "it would be discriminatory not to accept Medicaid as a form of payment."4

It would be stunning to keep funding with public money a clinic that promotes an anti-gay, religious agenda and medically-unsound services that are more damaging than anything else. HHS and Minnesota DHS must take a stand now.
