Name of this effect/can it be done in Aperture?

I know there are a ton of effects going on here, but I'm talking about the color edit in step 17. I see it's done with an opaque layer of black. I don't have access to photoshop right now, but is there a way to achieve this in aperture?

Opaque layer of black? Huh?

He uses a Hue/Saturation adjustment layer and turns saturation down 68% and masks the red tie so it isn't desaturated of color as much as the rest of the portrait.

Can always snag the NIK HDR Efex 4 plugin for LR, it can process single image HDR, works fantastic. I use it often for CS6.
