So Cal: What are the cheapest acceptable tires for 19's? Or best value should I say?

basically I'm on a budget and I want majority of it dedicated to rims not tires, even if that means changing tires out really soon, I barley drive my car I've had it for over a yr and only put about 4,000 miles on it.

Please any suggestions on where to buy from in So Cal? I know of some really cheap places around here for basic tires that can probably order in some 19's. For example on an cavalier I was selling, the tire got a flat while driving near this shop called "Econmy Tire" They jacked up the car, remove the wheel, installed a used but new looking tire matching the rest of tires per spec. Installed the tire on the rim, then re-bolted onto car, price out the door was $20.00 flat. I recommend any one who needs cheap tires to go there.

But in my case can some one recommend a type of tire and possibly a place localy to buy them?

I just bought the General Exclaim UHP, do they hold up long term? I'll be rotating a non-staggered setup
