Ive tried themes and "user wallpaper" by itself in winterboard with no luck.

It will let you. In Winterboard, make sure your lock screen is ABOVE your theme. This way, it will override your themes lock screen and use the custom one you want.

Do you set your user wallpaper in settings/wallpaper like you normally would?

Heres my winterboard only the top two checked.


I still get a black background behind the icons...

OK, I misunderstood your post.

In order to change the black background, you will need to FTP into your phone. Download OpenSSH in Cydia or Icy and download WinSCP onto your computer.

I will explain the rest when you have done steps above.
