Possibility of a front wheel drive "0" series

What are all your thoughts on this? BMW seems to be teaming up with one of the worst major automakers of all time to produce a car with the worst drivetrain, front wheel drive, for ~2018.

“For many in this company it is a taboo subject. But we have to be realistic with the targets we have set ourselves for fuel consumption and emissions, and they clearly favour a front-wheel-drive solution for 2018
I personally think its a waste of money that could be spent improving their current line up and hope that BMW doesn't make some sort of hybrid peugeot 206 - bmw 118 thing. They seem to be solving a problem that doesn't yet and probably won't exist. Hopefully if it goes ahead, Peugeot gets their name slapped on it instead.
