this is what ive always though too, but the H&R TUV cert that someone posted elsewhere did not seem application specific.

As noted prior, the TUV cert for the E36 would not roll over to the E46 as the struts have a very different lower mount design.
If you'll notice, the H&R cert and the Koni cert attached in the first post are both very specific about which vehicles they are applicable to, even specifying the specific E46 submodel and the permissible axle load.
