Passenger front wheel/brake squeak

I searched around but couldn't really find much.

My passenger front wheel squeaks pretty much all the time. Its louder/more noticeable while going under 10mph and gets quiet when I touch the brakes. Its been going on for a couple weeks and is getting louder.

I jacked that side of the car up and rotated the wheel. I notice resistance but without weight on it cannot pinpoint the part in the rotation that would squeak.

If I go really slow I can notice the point in the revolution of the wheel that it squeaks so could the rotor be out of round and rubbing the pad or could it be a wheel bearing?
