I wanted to know if a rep wheel like this
can have mirror polished lips like this.![]() If so, what are the steps needed to accomplish this? TIA.

Not quite sure about that since most nicer high polished wheels are forged aluminum. Most rep wheels are either freeflow or low pressure cast meaning that metal is heated up and poured into a mold. My only concern would be that its possible to have an imperfection/bubble in the cast that may show as you sand for polishing, however its very possible that they are cast well enough to not have bubbles.
Other than that polishing should be the same. Since the wheels are most likely not multi-piece you may want to strip/prep them, polish the lips, mask the lips, and then paint the centers last. Some reps have removable "push in" fake bolts, so if yours do not have the removeable type it could be difficult to polish the "bolts" and around them well.
