Touched up my wheels, painted my calipers again (winter took a toll on them), then washed and waxed it.

I was stupid not to do it on the left side. But did it on the right.

Can I possibly sand it smooth and respray it?

Do not sand it! Take brake cleaner or lacquer thinner on a rag and lightly rub till it's clean and watch it to make sure that the chemicals are not eating the plastic. Just don't rub hard and you should be fine, it will take a while but it will be way better than sanding.

Got my M3 rear end today! Also dropped the car off for new front wheel bearings, new Nittos mounted/balanced, and alignment.

Put it in my driveway and put a car cover over it . Right rear window regulator gave out. Since I'm planning a Disney vacation as a birthday gift for my gf, I dont have much extra cash at the moment. So it's gonna sit in my driveway for a few weeks.
