Sport steering wheel hardware question

Hi,

I just got a used sport steering wheel and noticed that there was 1 spring at one of the screws. Are there supposed to be one for each screw? Is the spring supposed to be sitting around the screw like the bottom screw in the picture below? What's the purpose of it.

I'm also having trouble fitting the airbag snuggly in inside the steering wheel. The airbag clips in, but there's about a half inch cm gap all around. Anyone know a solution to that?

No, only two springs as pictured.. They hold the airbag module in place.
