Xenon HID malfunctioning

Real quick problem with a quick diagnosis hopefully... My front right Xenon HID bulb is not working (on the dash I get the little car logo with a red low beam logo on the front-right side of the indicator). I've swapped the bulbs, ignitors and now ballasts and the problem still persists on the right side. If it is none of the above components.. then what in the world could it be? I've checked the fuses as well, just to be sure. Anything helps! Thanks you.

My Ride: depends on the mood
Check for voltage before the ballast to make sure its recieving 12v to begin with to rule out something. Too many variables right now. If u get voltage at the ballast then its an issues further downstream and not upstream.

Disconnect the battery for 10 minutes and reconnect it...then try it.
