If the passengers are party to accessory to the driver's irresponsibility, then yes, I asset that pronoun. Do you usually start out with your "I apologize in advance" line when you don't agree with people?

Then the passengers are responsible for attending the party and drinking, getting into the car with a drunken driver, tolerating/condoning (or -gasp- even encouraging) crazy ass driving while they were in the car that led to the crash that killed them.

Certainly the driver bears most of the responsibility, but the passengers are accountable for their own contributory actions.
