non-power seats have been standard on the M3s always I think. Power seats have been optional on all the models I have looked at...many go straight to the track with their M3's even brand new and never intend them to be daily drivers.
The E9X had power seats the first few years. It wasn't until 11.5 that manual became standard. Also, M3 drivers that track are a very small segment, just like the Ducati owners who track. Hell, the percentage of people who track is small in general. Your average M3 driver remains in the asphalt kingdom. Nonetheless, it just sounds strange to me when valet parking is cited as a reason for not liking manual seats.
