Anything not under his control is a threat. A group that managed to survive this long without help is a threat.

He wants obedient, helpless ppl that will look to him for leadership. You encounter another experienced group and suddenly there's two leaders to debate over. Just look at all the confrontations over decisions between shane and rick.
