Those are faux money people. They aren't really rich, just bizarre aberrations of inflation, if they disappeared from the world not much would change, except for the profits of high end labels and retailers. I separate them from real money (either new or old) by the effect their work has. Chances are, those sorts of people (the goblins you encountered and their husbands) have low responsibility careers. Real money people on the other hand have high responsibility jobs, with whole families directly reliant on them for sustenance.
