Halogen headlights flickering

My 03 325i E46 is having an issue where the headlights (halogen) are rapidly flickering when hitting a bump or even just on start up sometimes. Unlike the HID/Xenon headlight flickering issue I've read so much about, these aren't turning off/on, just getting dimmer/brighter. It seems to effect all 4 bulbs in the headlights and doesn't seem to happen when the high beams are on. The car is completely stock so there's nothing spliced into the system, but I suspect the issue is with a bad ground somewhere, but can't seem to trace where it is. I've noticed my passenger fog light is collecting water, would that cause a short? Has anyone else had this issue?
