Because of this.

It's no longer needed and I am against it. You usually can opt to not fill that portion of a form out. I'm all for hiring/filling a position based on merit, personality, and skill not race quotas. Whether that is 10 black people for 10 engineering positions or 10 white people it shouldn't make a difference. Only then will the playing field be equal and fair for all.

no...i'm referring to less qualified people getting a job that a more qualified person would get. i will agree with you that race questions on job and school applications should not be there. i believe a person should be hired based on merit and how they handle a job interview. it's simpler to say i didn't get the job because i'm black/latino/asian or i didn't get the job because they gave my spot some black/latino/asian guy they needed to fill a quota than to admit you weren't good enough.

Isn't it true that most employers/hiring panels have an idea of who they want to hire even before a job vacancy is released?

Yes, that's how they create the job announcement and position description. They're generally not saying "hey let's just say 'now hiring' and see what comes through the door".
