Do Angel Eyes eventually burn out?

I have a set of Projector 46's. I have had them for about 7 years. One of the rings is completely out. Tried a new ballast, no luck. So do they eventually burn out?..
THANKS

What kind of lights are they? You said ballast so I assume they are CCFL's, and yes, they do burn out much much faster than an LED.

Solid,
They came preinstalled in the P46's. I'm not up to messing around with them. I'm actually going to do the upgrade on my original lights to projectors using the DIY, looks fairly easy and cheap. My question is that the DIy does not mention anything about using a dremel, but in a video, yours I think, you use one. Any reason? Thanks!

The shrouds that go around the projector are too bit and don't fit into the bowls. You will have to cut about 1/2" around to make them fit inside.

Thanks, Solid, I appreciate it. I'm glad I watched the video because I did not see any mention of that in that write up.
