Should have consulted junior2552 a long time ago, from what I see here...

Problem solved. AS the noise increased to a whine/squeal above 1200 RPM I had alisten under the hood and determined that it was coming from the pulley of the charger itself. I adjusted a very loose tensioner on the rear bracket to cant it forwards and voila! No more whine. Note to self- get a long handled 13mm wrench. Thank you all for your attention. You may now get back to your regularly scheduled legitimate problems.

OP glad you got it fixed. If the belt have some slack I would go -2mm shorter belt. Will help a lot.
