You can spin it anyway you want, but it isn't a tax. Everyone has a right to own a gun. Not owning one is your choice. Everyone has a right to free speech, holding it in is your choice. Everyone (citizen) has the right to vote. It is your choice if you don't want to. If the government wants to screen gun owners, fine, but that would be on it's own dime. You keep referring to the states charging for NICS checks, and not feds...the second amendment mentions nothing about individual states' rights to control arms...yet here we are. Arizona was not able to control the right to vote...where is the disconnect? Why do we not have the same argument for/against the two?

To answer your question on a philosophical basis...we the people, when it comes to our rights, are all in this together, so anything pertaining to those rights, including costs, is the burden of us all.....note, I said RIGHTS...not entitlements.

Take it up with your state legislature that their fees are unreasonable.

You have a right to free speech, are you going to demand the government subsidize your cost of paper, ink, and a printing press so you can publish a newspaper?

I agree that your states fees are completely unreasonable. You should bring it up as an infringement on your second amendment rights.

No, but if the government would impose a restriction that has financial consequences, then they would need to pay for it, otherwise, you are basically limiting the free speech of the poor. It works both ways. Remember the liability insurance bill that they proposed? Would you not agree that it would restrict gun ownership for the have nots?

Yes, it most likely would. Which is one reason why I oppose mandatory liability insurance for gun ownership.

Your NICS fee is state. There is no federal subsidy for state fees.
