We should create a caste system.

A group of tests makes a bench mark
Each student is then placed into 4 groups: unteachables, slightly teachable, teachable, very teachable.

Based on grades received in classes, you will move up/down in groups. All tests are based on a high difficulty level benchmark that will help everyone and not just allow the highest level of students to relax while the others fret.

The unteachable group will be crowded into small class rooms where, every hour, some object in the room will be extremely electrified. Finally, if someone is in the unteachable group for more than 4 years, he/she is immediately neutered to prevent stupid from spreading.

Note: this system does not apply to people with severe mental disabilities such as Autism or Down Syndrome.
