I've seen that. While interesting, it doesn't quite match what most other studies have found, which is that a moderate increase (and 10.10 is moderate) should have very minor negative effects on employment. I don't want to rehash it now, but if you're interested Wraisil and I discussed it at length with links to studies and all.
