Bi-Xenon Headlight Assembly - lights outs

I have a 2006 BMW 330CI convertible with performance package. Thge passenger low beam went out. I went and replaced the bulb, not a big deal, just unclip and replace. I took the bulb to local auto parts and bought a new on for about $12.
Then about a week later the bulb dies again. I looked closer and realized that the bulb wiring was frayed and coating was brittle.
I asked the BMW shop to repair, and they came back with entire replacement of entire assembly, part only at $1200!! I said I'd fix it myself.

I cover the wires and replace the bulb and nothing! Thinking it might be the ballast, I bought a new one and am about to replace that.

Then doing research it seems that its a Bi-Xenon headlight. Although it looks exactly like my assembly, the bulb that I took out and replaced was obviously NOT a xenon. As the xenon bulbs alone run over $100.

And now I wonder what exactly I have in there?

Where is this xenon bulb they talk about?
Is it the high beam?

this is the assembly:
