Those "xenon super white bulb" knock-offs not-withstanding, yes the two terms refer to the same thing. "High-intensitive-discharge" describes how the light is produced from the arc created by the high voltage, and "xenon" is the gas used inside the bulb that gets ignited.

"HID" more accurately describes the physics behind the technology, IMO.
