Question where is the best place to buy axxis delux pads

I have a 323i 99' and I am at 25,000 miles. The dealer said my rotors and my brakes are wearing out. They said it will be around 800 bucks to replace. Is it not covered under warranty inspection at 30,000? WHat should I do?

Where do you live by the way? Do you get a lot of rain and so forth, I heard the pads dont' do so well in wet and requires heat up time when it's cold.
