Most definately. Headlamps need to be a certain height from the ground. I don't think they change that law in the code book. As far as using your HID fogs as your only driving lamp. Since fogs are low to the ground, they bounce light off the ground and up more causing glare, especially with HIDs in a reflector lamp. I too have a different spectrum Xenon than my other lamps. I agree that it looks best when the fogs match the headlamps. But for me, I wanted the OEM looking Angel Eyes to contrast with my headlamps. That is the way BMW designed them, and as such looks best and more decernable in the headlamp inserts against the different spectrum headlamps.
