kickboard= good leg excersize?

So I was a swimmer for like 8years.. and my instructor always told me to use my legs.. i never really did, only used my upper body... well now im 21 have not swam in over 5years and i notice that my upper body is still toned as hell but my legs, well lets just say they arent fat, but they deff are not muscle defined at all...

I have starteed doing squats and calf raises with weights but i cant get that workout soreness as i do with my upper body, i cant workout my legs hard enough cuz maybe they are so weak

so im guessing maybe a constant workout like using a kickboard in the pool, well get them in shape fast, cuz its constant kicking all the time..

has anyone tried kickboards as an actual workout like 30mins routine or something?
