#20 is actually "hat shaped". I specifically want a definitive answer on which side faces the tensioner and which faces the pulley. I searched 12 pages of 287 threads with no results however I think I recall seeing somewhere here long in the past.

seems like it would be obvious the way it fits into the pulley. It's called a mud guard so the point is to cover the bearing. Whichever way makes the best seal is what i wouold go with.
I just replaced my pulley in December and I honestly remember thinking the same thing but don't recall exactly. I think the bumped out center section or hat as you call it goes on the tensioner side. See if that works, once you tighten it down, put the belt on and see if it aligns on the pulley correctly.
If only one side fits the plastic cap, because it has a small groove, that side goes out.
Another way is to make sure it lines up with the belt...use a ruler. I think the hydraulic is symmetrical...the mechanical tensioner's pulley isn't, I don't think.
One brand of pulley I got did not have a groove for dust cap...I keep it as a spare!
Frankly it's not that critical.
As I recall I installed it so the guard fits closest to the bearing to make the tightest seal. Just make sure it does not come close to binding.
