Unidentifiable Front end Noise

From what I can tell:
It just started yesterday, does not effect any car functions (that I know of), it sources from the front driver side and can be heard more if the window is down. Extremely similar noise is generated via climate control blower fan but this one is different because it will still whine when the fan is off. Last but not least it will only generate this noise when in gear during normal driving but gets louder when decelerating in gear.

This thing is as loud as a bad belt and would be better if it was gone. Would appreciate any insight or more questions. Please use the link above for an audio reference.

I'd start by check everything on the right front wheel assembly, brakes, bearings wheels. More noise on deceleration can be a dif bearing but that wouldn't be heard in the front.
