Can anyone resync a DME and new EWS 3.3 modual?

I have a 1999 323i and i have been trying to deal with an intermittant no crank issue for the last 6 months. It will crank most of the time but sometimes it will make you wait, usually 2 mins and up to 3 hrs so far.
I have been replacing things slowly (starter, ignition switch, ews antenna, clutch safety switch) and have gotten nowhere. Both keys have the same results and both beep when in the ignation with the drivers door open (read somewhere that this means the ews recognises the key) and I have put a volt meter at the starter to verify that the terminal that the ews supplies with power is not getting any when the no crank issue is happening. My problem is that I dont have a dealer ship or mechanic shop on island that has the ability to fix this. So I'm just poking around to see if you guys can help me with any options you may have up you sleeves.
