Turbo cars are exceptionally critical to flywheel weight. Too light a flywheel will make the car rev faster and possibly come on boost faster but that is only half the issue. When you let off the gas to shift the car will drop off of boost just as quickly causing a poor transition when you come back on the throttle.

I don't know if the folks on that site don't know any better or if it's just marketing BS. On overrun the engine is not under load, so it really won't make boost in that instant anyway. However a BOV or Recirc valve will keep the wheels spinning so that when you come right back on the throttle, you're right on the boost anyway.
