Exclamation 2 Heavy Spots in Steering

First off, its cold where I am...below 32 in the mornings and low 40's all day.

I went out this morning and the steering felt normal. Parked for a while, and came home. The car sat in the driveway for a few hours, and I went back out. Immediately, I noticed 2 heavy spots in the steering wheel. I drive a ton of windy roads and on most of them I didn't notice it, but on sharp turns it sticks from about 45 degrees to 90 degrees, and then on the way back. It started all of a sudden...

I already checked the power steering fluid...that's all good. What I can't figure out is why it only sticks on the two spots...BOTH left and right, and if I turn the wheel all the way, it sticks again in the same spot on the second rotation.

I don't know if it would have anything to do with the cold...but it was fine this morning, and that's when it was frosty.

Any ideas?
