He wants to turn on foglamps without the need to turn on the low beam.
While perfectly doable in european trim of the E46, this is considered extremely lame here (so-called 'photon drive') not to mention it blinds other drivers. And AFAIK you are not allowed to turn on foglamps, unless there is, uhm, fog, or other low-visibility condition. So do not do that, please.
Why not just turn on your parking lights and then turn on fogs? The only lights that would go on are fogs and turn signals would illuminate. If around dawn or dusk it's fine but i would not suggest doing this when dark as you're asking to be pulled over doing so.

I see. Thanks all. I just wanted to be able to push the fogs light on without turning the headlamps on but I guess switching on parking lights and then turning on the fogs will work. My reason for doing this isn't to drive at night with just the fogs but to add a little more lumination on top of the angel eyes for driving during the day, more as daytime running lights. I also don't want to put the lowbeams on during the day, not only to limit annoyance to others but to conserve my ballast life and xenon bulbs . I guess this isn't as common as I thought. Thanks all! I don't understand all the hate for rolling with the parking lights and fogs on... Why waste time on your HIDs when I can replace fog light bulbs cheap...
my fogs are 6000k and bright, however the way they are pointed aren't NEARLY as bad as the people who put HIDs in their huge halogen housing (think of dodge rams, altimas, chryslers, and so forth) that are eye level with most of the other drivers out there
It's not about hate, it is about blinding other drivers.
