Weird substance

I'm cleaning my car cause hurricane sandy left me a lot of dirt on my car and the hood had these dirt spots and the rest of the car came out clean but the dirt on the hood seems to have gotten stained in...

I use ice soap car wash I think and I scrubbed it like a mofo but it doesn't come off.
I tried windex for the hell of it and its still stained...

Help? The longer I wait I feel the harder it will be to take off in the end...

Get a professional grade polish. They have different strength; Get a light or a medium strength. You can even get a heavy one, as long as you're doing it by hand, there's no risk of burning through your clear coat. But will make it looking hazy, and you would need to follow up with a lighter polish to bring the luster back.

It should come off easily.

First I'd try a clay bar, and if that doesn't do it I'd go for an aggressive rubbing compound. Remember to polish after compounding!
