Xenon Headlight problem. What to replace??

2000 323Ci with factory xenon headlamps. Have searched many threads without finding a similar problem and want to be sure I change the right part.

The lights have started to flicker. The turn off for just a split second and then back on again.

This happens more on startup when the car is cold and less when the car has been running for 5 minutes or more. Almost not at all once car reaches n.o.t.

Both lights turn off and on at the same time.

Happens when car is parked and when car is moving.

Passenger bulb is noticeably dimmer and more yellow. (Pictures)

I have beefed up the grounds in the rear lights by splicing into the brown ground wires and running to an additional ground. This has saved my blinkers (usually right front) from going bad quickly and/or melting the tip at the base.

Blinkers still occasionally blink quickly (esp. the right turn) for 4-5 blinks then go to normal tempo.

No mods to car other than beefed up ground for blinkers.

Several electrical gremlins like: driver seat heater doesn't work in cold weather, rear window defroster makes radio reception go out, this summer, the abs, parking brake light and DSC light would come on for a bit and then go away.

The yellow bulb makes me think that is the issue but irregularly blinking turn signals and the fact that BOTH headlights flicker instead of just the yellow one makes me wonder if it is a short or lighting control module or ballast or just need to re-do or increase grounds.

I don't want to upgrade or downgrade. I just want to drive without it looking to other drivers like I am flashing my lights at them. Don't want to just start replacing things that don't need replacing.

Open to any thoughts!!
