Exclamation 325i sedan facelift OEM xenon - NO HIGHBEAMS!

Hello E46 fans, I recently bought a 2003 325i after upgrading from a 1990 Honda Civic Hatch back. This is my first experience with HID headlights. Anyways I'm not sure if the inspector was sketchy or they missed it completely but my highbeams don't work! The halogen middle lights flash to pass and both my xenons light up bright. The highbeam light on the dash lights up with both the flash to pass and pushing the stock. I am unsure if they are Bi-xenon or xenon low halogen highs. It gets really dark around here and deer are a very regular hazard I would like to get this resolved soon! Thanks very much!

If you have OEM bi-xenons that's normal.

The thing is though that my shutters don't move or make a sound. My cut off is always... Well cut off. I have no long distance lights and my lights are already adjusted all the way up.
