I'm in for this although I haven't driven my car enough to know if I would need one but have seem a street car that had the strut towers moving inward.

the rules committee has reviewed this proposal and it will likely appear in the 2016 rules, perhaps with a few minor changes to the verbiage. thanks for submitting!
