2001 E46 M3 convertible top only opens partway and stops. CVM DTC codes 67 68 12 53

After winter my top won't fully open (it had worked fine previously and was opened mid winter for a nice day or two). Car driven regularly and battery in good condition. It lifts front and window area but the top storage cover doesn't open! No strange noises from gearbox in back seat. Storage lid does unlock but won't lift with normal hydraulics. Top will close once ignition switched off and on.

Scanned CVM and got DTC codes

67 Cowl doesn't move up
68 Cowl doesn't move downwards
12 Open control button permanently active
53 Relay,convertible top drive,open circuit

I haven't found any leaks and fluid level was in the circle with top closed. Couldn't stow the top to see what it is fully open and stowed. Checked the wire bundle at the front hinge point and found some insulation cracks but no broken wires.

Appreciate your help on this from anyone who has had similar issue (opens but won't open storage cover).

If you manually lower the top will it close? If not where does the close operation get stuck?

Manually stowing can be done all the way to the stowed position but it is awkward unless a second person is helping. While stowed the one time I didn't think of checking the fluid level.

Does anyone know if there is any difference in level with top fully up and top fully stowed?
I don't believe it is a low fluid level problem in my case looking at the codes and that the storage cover doesn't even try to move. It does unlock but it just won't get open on its own.
