Problem Installing Bumper Cover Guides

Hey everyone, new to this forum but the content on here has been absolutely amazing. I'm struggling with installing new bumper cover guides. I was able to pull out the plastic rivets from the old guide and completely remove the entire piece. Issue is with the new guides, I'm having problems slipping it onto the fender lip.

Do I need to remove the entire fender in order to get these guides on? Any help would be great. I've posted an image of the actual bumper guides I am referring to.

My Ride: 2002 325i
That's the same part i've ordered to fix the passenger side. Not sure how to approach it, but once i get it i'll share my experience.
