Will it start if you spray starter fluid in the intake?

1. Has not started since before I changed the fuel filter.

2. Has not started since I changed the fuel filter.

If the correct statement is #2, then the fuel lines may be connected to the fuel filter incorrectly and/or the engine is flooded.

For a flooded engine:

Maybe you got a bad fuel filter? Try putting the old fuel filter back on

Engine is flooded assuming the coils and injectors are triggering.

You may need a Noid light and a spark tester to verify if the coils and injectors are triggering.

Make sure the fuses in the DME box are good as well.

Does the trickle charger go to green or does it stay in the Orange? Might need a stronger charger, a jump from another car or a new battery. How old is the battery?

Foot to the floor with a fully charged battery, follow the links I provided above, after the 3rd attempt the engine should kick.
