Need help with a flashing LED circuit

Hey guys, searching both the forums and online yielding no help. Either my mistake or design I cannot find the info I need.

I'm trying to design a circuit that will lite one row of LEDs when the running lights are on, yet lite up two additional rows of LEDs when the turn signal activates.

So.. 3 rows of LEDs total

Running lights - 1 row always on - never flashes.
Turn signal - 2 additional rows flash.

This is proving a pain because the front signals run off a dual voltage setup.

Any help would be appreciated, because I cannot find what I'm looking for. Thanks guys!

I have the necessary voltages that the running lights and turn signals operate at.

I did some checking on my car, and I don't believe there is a way to separate the running light and turn signal current.

I will have to go through a programing software to enable the euro running lights so the corners only operate as turn signals. I'll just run a wire off my AE's for the running light portion.
