I forget the exact rules, but as a Federal employee there are certain rules the prohibit employees from engaging in certain activities - namely political and outside activities (other employment)- while on duty, in the workplace, or while representating the agency in which the employee works for (e.g. wearing a DHS shirt at a rally and saying i'm with DHS, DHS and I think A, B, C).

I think this is spelled out in the Hatch Act.

That said, I'm not sure how it would apply to the individual in the video. If he's doing this on his own and in no way representing DHS, he might not get fired. That does not mean I agree with it or what he's promoting, so we'll see. Then there's that whole freedom of speech thing. However, freedom of speech does not protect incitement of violence.

Our first amendment allows for freedom of speech, however, it does not protect incitement towards violence.
