You don't. Do not put HID bulbs in fog lights unless you have projectors. Do you plan to install projectors to your fog lights first?

Did you order projector fog lights? Post a link to that if you can.

What is your budget? You can get Morimoto ballasts for $110 or so, very good quality. But then again you will also need a wiring harness so your LCM doesn't get messed up.

Hids and fog lights

Ddm tuning has decent HID's for prety decent prices. I haven't done any HID stuff to my e46 since it has factory projector xenon headlights but on the e36 I rescued from uncaring hands I got HID's with projector housings together and fog light housings all for around $200 like Jake said, don't put HID's in fog light housings that are not projectors unless your plan is to blind oncoming traffic. For the fogs I used bulbs from autozone that were supposed to be filled with xenon gas, the color temperature was pretty close to 4500k (factory temperature) and they got the job done. The projectors had a pretty bad cutoff line so if I were to do it again on another car I wouldn't cheap-out on them as they make a world of a difference.

Hids and fog lights

Anything over 4500k gets further from pure white and reduces the visible light output. Also looks a little rice IMHO.
