North Carolina's work first program, in which recipients must reapply for benefits each month, will be the first fully funded government welfare program in the nation to go offline completely due to the government shut down. Carolina's Dept. of health and human services notified its employees in an October 10th letter to continue processing claims as usual for November benefits until the government is back up and running.

Of over 20,000 people, who are mainly children receiving benefits for food and work assistance, 100% will feel immediate effects if no agreements are reached. The TANF program will also take a heavy hit, in which childcare facilities receiving benefits to subsidize daycare for more than 70,000 needy families has already had benefits cut off to some.

North Carolina has a $650 million dollar backup plan that they refer to as their rainy day fund, and have used $4.8 million of that money this past September just for the work first program. The director for the budget and tax center, Alexandra Sirota is calling the cease of funds an emergency, because it will be leaving thousands of North Carolina families stranded for help. They have already been experiencing extreme hardships to even qualify for the programs.

The state department had announced last week that they would be seeing a brief lapse in coverage for families on the WIC program, but later rescinded that decision. All of these situations are so far, unique to North Carolina.

For each program, workers have been directed to continue taking applications, but to hold off on any processing until the shutdown comes to an end.
