Cosmetic salvage

I found a good 2009 335i with 34k miles for $19,995
Upon calling the dealer, empiresd in san diego, the sales rep told me that it is because it is cosmetic salvage (headlight)

I have never heard of this before. How can something be cosmetic salvage? I thought salvage means the car was stolen, flooded, engine damage, etc Something that would cause it to be very expensive to fix. Is he pulling my leg with cosmetic salvage of the headlight?
here is the link. It has been sold, but I was curious as the rep told me about cosmetic salvage, a term I have never heard of before. He also says his vehicles comes with 100k mile warranty.

A salvage title due to headlight issues? I highly doubt that!
Cosmetic repairs are not mechanical OR operational repairs, but rather defects that are visual in nature. Why someone would get a salvage title due to cosmetic damage on a headlight is beyond me...
Then again if the 5 year 100,000 mile "service agreement" is a legit extended warranty - and not some fancy term for 1 free oil change every year - how could anyone go wrong with that car?
From their website: "but also a 5 year / 100k mile Extended Service Agreement is INCLUDED on the purchase price."
They probably have some scrupulous Service Agreement written up. I doubt they are including a 5 year 100,000 mile fully extended warranty on a 335i, especially if it has a salvage title. In 5 years that 335i could rack up $5k+ in repair bills - again, I doubt they're willing to take this risk.

well on my 325ci, the insurance thought it would be nice to put my car in a salvage title due to bad rear suspension and a broken side skirt.

and the suspension and side skirt were easy to replace...

Well as I mentioned: Cosmetic damage is simply visible damage - everything still works properly.
In the case of your suspension that is an actual mechanical/operational issue. Giving a salvage title for that still seems like major overkill. A "cosmetic salvage" for a headlight would be something as small as a scratch or crack in the headlight. Nothing electrical.
The headlight assembly is ~$400 for a 2009 335i so worst case this should have been an $800 repair (assuming both headlights need to be replaced). $20k seems really cheap for a 335i with 35k miles and a 5 yr/100,000 mile warranty and $800 of issues worst case.
