From what I understand from tsb's, only if you are able to duplicate the problem, then the dealer has to fix it. If you can't duplicate the problem, then they'll just blow you off.

Exactly, they must be able to replicate the problem.

it also depends on the build date and VIN #

That Info is from where? ALLDATA.COM?

That is a good site but does not provide all the info.

you have to replicate the problem.

i was told they werent going to rebuild every M3 that was brought in just because the internet says there was a service bulletin... is that the customer service one gets with a premium grade car?

The above is the list that your dealer need to check for your car. And if you don't have Assist, then there are only two items: the first and the 4th item.

TSBs are just technical notes for the service people explaining how to fix a problem. It doesn't mean your car has a problem or might have a problem. If your car has the specified problem, the TSB shows the techs how to fix it.

A recall on the other hand indicates a potential problem, so it needs to be checked by the dealer, regardless if the car shows the problem or not. BMW, for marketing purposes, decided to bundle recalls with TSBs, so it gets a bit confusing, but the list you gave separates them, and I'm assuming they separated the recalls correctly. Recalls issued before the production date of your car are generally not relevant. Recalls for items you don't have in your car, like Assist, are not relevant either. And some recalls are only for some specific VINs. In short, assuming you don't have Assist, there are at most two items that your dealer has to check. Five if you have Assist.
