What would you consider the best coilovers out of these for track and street use and the best handling?
KW Variant 3's H&R PCS PSS9's |

I have the PSS9 for both street and track. In fact, I have it for the last 4 track events (3 Buttonwillow, 1 Thunderhill). PSS9s are decent enough for the occasional weekend track driving.
I did consider KW V3 at one point. But folks who have it weren't able to give me a concrete review about track handling. Hence I went with PSS9. Plus I know people who tracked with PSS9 and love it. Maybe down the road, I might pick up KW V3. Keep in mind that PSS9s adjusts both rebound and compression with one knob whereas KW V3 has a separate knob for each function. Also, PSS9 springs are progressive whereas KW V3 aren't. No experience with H&R though.

Why not consider Ground Control? At least on the E36, most people at Bimmerforums don't think seem to think that anything else comes close...
