This seems somewhat odd to me, but I noticed that my Xenon lights are always on, and the standard (center) lights are always off, unless I pull back on the flashers. They are not on in brights mode either. This seems kind of a waiste to me. Is there a way to enable them or are they only for daytime running lights?

You have Bixenons. When you push the stalk forward, it activates a flap in the projector that aims the lights higher (which makes it brighter than your halogen "highbeams"). The center lights are only used for flashing.

^Exactly. You don't want to flash your xenons. It'll ruin the ballasts and you'll end up having to replace the unit.

Interesting. Seems kind of a waiste, although, I know BMW's trademark is the dual grill/dual headlights. Maybe I should rigg them up to my fog lamps?

It's not really a waste if you think about it. Bixenons are great for illuminating the road, but in Europe, when people use "flash to pass", you'd hate to A. blind the guy, and B. blow out your ballasts.
