Turn Signal Stalk or LCM ?

Here are the symptoms:..this is not xenon lights.

Car not running (with high beam lights unplugged):
If you leave the turn signal stalk in the normal position (not pushed forward) and the car is not running...in a few minutes, the low beams will come on.

If you leave the turn signal stalk in the forward position the lights will not come on. I find myself leaving the stalk in this position all the time.

If you plug the high beam lights back in and leave the turn signal stalk in the forward position, the lights don't come on...this is good.

If you leave the stalk in the low beam position, the high beam come on immediately and stay on.

If you turn on the lcm the low beams come on if the stalk is in the high beam spot.

The high beam light indicator (blue) is on if the stalk is in low or high beam.

YOu cannot get the flood lights to come on if the stalk is in low beam spot.

This is really wierd?

My gut feeling tells me that something is wrong with the turn signal stalk? Any input would be apprecaited?
